It counts 50 Communes and 31,362 inhabitants Belonging to: Montbron, Villebois-Lavalette, La Rochefoucauld (other than the towns of Brie and Jauldes), Montemboeuf (only for the town of Saint Adjutory, canton of Soyaux (except the town of Soyaux). HISTORY
Created in 1982, the inter-community syndicate for the creation of the contract of the “Pays” (regions) of the cantons of Montbron, La Rochefoucauld and Villebois Lavalette, modified the limits of its territory in March 2000 to include the perimeter of the 5 local areas communities: Val de Tardoire, Seuil Charente Périgord, Horte and Lavalette, Bassin Economique Bandiat Tardoire, Vallée de l'Echelle.
In 1987 a study was carried out in order to implement a "Quality Charter" for the country, the aim of which is to mobilise elected officials in favour of their heritage, public services and to promote tourism and events.
ACTIONS
Reference plans and inter-community charters are instruments for an overall reflection on the territory, which will materialise as :
• Operations to brighten up villages,
• two programs for rehabilitating homes (OPAH and social and rural rental accommodation)
• the creation of rural multiservices
• the development of a quality tourism policy, to develop the welcome, accommodation, events, equipment and the competency of tourism professionals.
• Support for community tourism projects: “structuring projects” such as restoring the mills of Chabrot and Menet, creation of a canoeing club, development of the Renaudie Valley and creation of an overnight gîte, saving the Niollet tile factory from flooding and carrying out a feasibility study.
• Youth employment schemes.
TERRITORIAL PROJECT
In the context of rural contracts between countries, there are two priorities : Fix and maintain the local population levels, Develop the attraction and economy of the country.
To this end, “Le Syndicat de Pays d’Horte et Tardoire” intervenes in 4 main domains :
• To ensure a quality environment (villages, rural heritage, gardens, parks, old buildings for rental...)
• Develop the territory by developing cultural and leisure activities (equipment, existing cultural poles, support for cultural and sporting events)
• Define a global strategy to develop heritage and tourism in the territory (implementation of a Tourism Improvement program)
• Reinforce the development of the territory : aids for employment (support in the creation-transmission in the trade and craft-man businesses)
THE COUNTRY IS UNDER THE VOYNET LAW
As a result of the desire of elected representatives and of public expectation, the Horte and Tardoire region inaugurated its preliminary council for development on the 4 March 2003 in Montbron. It is composed of 88 people. Commissions were organised around different activities ((tourism, economy, environment, social, cultural, training) within the scope of reflection with regard to elaborating the charter.
