Significant
area coverage in communities:
24 communities of communes,
which group together 368 communes in the department. If
we include the Community of agglomeration, 95% of all
communes and agglomerations now belong to a community,
in all, 383 of the 404 communes in the department.
3/4 of the communities of communes were created
during the two years following promulgation of the 1992
ATR Law (law concerning national development and planning).
12 Communities have opted for a unified taxation
system throughout the area, known as the Taxe Professionnelle
Unique (Single Business Tax). The communities of communes
concerned are those of Cognac, Jarnac, Charente Boëme
Charraud, Community 3 B South Charente, Rouillac, the
Pays de Chalais, Braconne and Charente, Bandiat Tardoire,
Pays d'Aubeterre, Horte and Lavalette, Grande Champagne,
