Each
of the Charente region's 404 communes belongs to an intercommunal
entity of some kind. 93% of them are members of an intercommunal
structure with fiscal power (a Metropolitan Community
or a Community of Communes). 390
of the department's 404 communes are members of a Syndicat
de Pays (local association). At just over 96%, this is
a very high percentage.
The 6 intercommunal entities have been designated as Pays
(economic and administrative rural area of cooperation),
in the context of the 1995 PASQUA act, by the Departmental
Commission for Intercommunal Cooperation. They have also
set up a 'Development Committee, whose main role is to
take an active part in developing the local charter, whose
main objective is to express the ten year development
plan for the area (Pays)'.
